From Maryland (yea!): It is duly noted that NPV would have to pass Supreme Court review, but I suspect that it would. Also note that Congress could try to prohibit NPV plans, but that may have a more difficult review by the Court. The fact is that the Electoral College (EC) is an anachronism that would be best gotten rid of, except for the extreme difficulty of amending the Constitution (overall a good thing, else we could have flag-burning and school prayer amendments junking up the document).
