The NY Times reported last month that Harold Ickes has organized the September Fund, which hopes to raise and spend monies to influence Congressional races, other campaigns, and ballot initiatives at the federal and state level. The September Fund is a 527 organization (so identified for the relevant section of the Internal Revenue Code), which means it is prohibited from advocating the election or defeat of any candidate, but it may engage in issue advertising that draws distinctions between the two parties.
