"Look for several states to rejigger congressional districts in the wake of the Supreme Court's 7-2 ruling upholding the Texas legislature's 2003 decision to draw a new map," advises Kiplinger Forecasts. -- Taegan links to analysis of the court decision by Rick Hasen, professor of law at at Loyola Law School in Los Angeles, and Nathaniel Persily, law prof at the University of Pennsylvania. In an online Q&A Persily says "I would not expect a widespread spiral downward. Just isolated incidents when parties take control in competitive states."
