If the current Congress had been called on to intervene in the case of Mr. Allen, it would probably have tried to legalize shoplifting.

And way too many Democrats would endorse the endeavor, fearful and quaking in their boots that the GOP would accuse them of being "soft on crime" for demanding accountability.
(I know that makes no sense. But how else to explain their reluctance to sign on to the censure resolution?)
